Glowing eyes are probably one of the most impactful details you can paint on a miniature.
The face is the first thing people see, and the glow effect ensures it can be seen from fare away.

You want to use highly vibrant colors (like fluorescent paints). But make sure you establish a solid coat of white before, to really bring out the vibrancy. Since fluorescent paints often have poor coverage.
