Once you've set up your Scrivener project, you can customize it for how you want all of your similar projects to start, then save it as a customized template.
In this video I go over what customizations are Scrivener-wide, and therefore don't need to be included in a project template, which customizations you should consider for your template, and whether or not you need a document template or can handle that level of formatting during the compile process.
