Japan approved a record-high defense budget for the coming fiscal year.
While its pacifist constitution bans possession of select weapons,... the country looks to remain one of the world's biggest military spenders.

The Japanese government has signed off on its biggest-ever defense budget worth 48-point-5 billion U.S. dollars for the next fiscal year.
Japan's fiscal year begins on April 1st.
This is the 8th straight annual increase in military spending under the Abe administration.
"We need to enhance our defense capabilities to respond to the security environment. At the same time, we also need to have an appropriate control over defense expenditures. So we will strive to make it more efficient."
What stands out, though, is that Tokyo plans to allocate its defense budget to expand both the offensive and defensive capabilities of its Self-Defense Forces.
Japan's constitution prohibits the country from possessing offensive armaments designed to be used only for the mass destruction of another country.
Tokyo, however, will buy a total of nine F-35 stealth fighter jets from the U.S. Lockheed Martin Corporation... with a plan to deploy them to extend its Self-Defense Forces' operational range.
Japan is going to upgrade its Izumo flat-top helicopter carrier so it can transport and launch the fighter jets.
Japan has also set aside two-hundred fifty million dollars to develop fighter jets to succeed its aging F-2s, which are expected to be retired in the 2030s.
With North Korea's recent missile launch tests,...Tokyo is expected to spend more than one billion dollars to strengthen its ballistic missile defenses.
This includes the purchase of a new generation of missiles to take down incoming warheads in space.
The Japanese parliament, dominated by Prime Minister Abe's ruling Liberal Democratic Party,...will vote on the defense budget next year.
