Here is a quick demonstration on how to clean or fillet a mackerel in under two minutes. Spanish mackerel have delicate skin, so it's important to use a sharp knife, start behind the dorsal fin and run your knife to the back bone, lay the knife flat and start working down toward the tail. If all goes well, you should have a beautiful fillet that will be grill ready. There is no need to remove the skin unless you are frying or baking and choose to.
