MrGunsNGear tested an Armorshield Puma Level II awhile back and he got bimetal jacketed ammo to penetrate:

So let's test it.

Test Gun: S&W M&P Core, 9mm, 4.95" barrel
Chronograph: Pro Chronopal Chronograph
Test Taken: 10 Feet
Round Used: 9x19mm, 115gr FMJ, Tula Ammo. Bimetal jacket
Impact Velocity: 1,200 fps.
Vest Used: US Armor Level II Surplus vest.
Date of Manufacture: 8/1996

Round failed to penetrate a surplus 19yr old vest. It made it a good 3/4 way through, but no dice :D
