They’re used for completely different floor maintenance procedures.

A buffer is primarily used to strip or remove wax from the floor. Depending on the floor pad, it can also be used to buff, clean, or scrub dirt and scuff marks away.

Floor burnishers are used to achieve a high gloss shine. Buffers remove wax and burnishers polish wax.
