Florida's Amendment 4 restored voting rights to as many as 1.4 million people who had completed their sentences. The measure garnered support from liberal and conservative groups and passed with 64% of the vote.
But a dispute over the amendment's wording means it has fallen short of its promise. Several months after Amendment 4 went into action and after a reported 12,600 returning citizens registered mostly as Democrats, Florida's Republican legislature passed a law, called SB7066, to clarify the amendment. Now, Florida law says ex-offenders must pay their financial penalties to vote.
