In this scenario Korea is the most difficult nation to play, therefore only King difficulty. It is the last difficulty level, on which You get 2 Hwacha's at the beginning and you need 2 of them to defend your capital.
If you want to play on higher difficulty I suggest China or Japan, but then the game takes very long to play as you cannot choose the quick combat option.
