According to the latest news, the Indian government has eased the norms for issuing SIM cards to Nepali visitors and residents123. Now, you can obtain an Indian SIM card by providing any of the following documents as proof of identity:
Nepalese Citizenship Certificate
Voter Identification Card issued by the Election Commission of Nepal
Limited validity photo-identity certificate issued by the Nepalese Mission in India
If you enter India from a place other than Nepal, you will also need to provide a copy of your passport with a valid visa stamp.
The validity of the SIM card will not exceed the maximum time permitted for your stay in India or the validity of your visa, whichever is shorter. In any case, the SIM card will expire after three months. International roaming is not allowed on these SIM cards.
