Just because a prescription drug is not a controlled substance does not make it's possession legal without a scrip. Prescription drugs like Tramadol (which btw is not a controlled substance in NYS) still require a prescription. Keeping drugs in their designated containers with their scrips is the law. Yet many people carry drugs in bags, purses, and pockets without any documentation or prescription. It becomes a big problem when you are stopped for speeding or a broken tail light.
