Ottawa will refuse applications from low-wage temporary foreign workers in cities with an unemployment rate of six per cent or more starting on Sept. 26.
The Temporary Foreign Worker (TFW) Program has grown dramatically in recent years and has come under fire for supressing domestic wages and leaving workers vulnerable to abuse. Since 2016, the number of temporary foreign worker positions has more than doubled.
In August, a damning United Nations report described Canada’s temporary foreign worker program as a “breeding ground” for modern slavery.
Global News spoke with Toronto immigration lawyer Lev Abramovich about the recent changes, which he said are “political.”
