The greatest empire in history, many empires like Russia, HRE, Francia, Habsburgs, Ottomans proclaimed themselves to be succesors to the Roman Empire and started calling themselves names like "Third Rome", "Qaisar-i-Rum" but none of them ever came even close to reach the former glory of the great Roman Empire.
