This can be done on both backtracks (returning after getting the PSG-1 and escaping from prison). It can't be done on your first trip to the map, since there's an extra guard on the bottom floor and even if he wasn't there, the codec call would throw off the timing.

It's an extremely close call for RTA, since there's about 10 frames of error for a huge amount of movement and all guards are timed from the moment the map spawns.
