1. Log in as a JIRA Administrator
2. Click on "Settings"
3. Click on "Issues"
To configure your issue types, workflows, screens, custom fields and more
4. Click on "Permission schemes"
5. Select a "Permission" and click the "Copy" link for the scheme that you want to copy
A new scheme will be created with the same permissions and the same users/groups/roles assigned to them
