Relatives of four Ugandans killed in an ambush at Lanya in South Sudan on Sunday have camped at Elegu to wait for their bodies.
Koboko district leaders have also joined the group at the border between Uganda and South Sudan. The drivers were killed as they travelled from Koboko to Juba.
Officials say the delay comes from the long processing of documents like death certificates.
Also, four out of seven other people killed on Monday have been identified. As the teams waited, some people staged a demonstration over the killings.
