As early as year 2000, the United States has offering the Governmnet of the Philippine the retired US Navy Oliver Hazard Perry Class Frigates. The most recent offering by US is back in 2018, in which they offer 3 OHP Class frigates for free and pay only the rehabilitation and repair works which cost around $100-150 million per ship, and at half the price as US will shell out the other half as part of US Military Assistance to the Philippines.
