Daylight charts include the hours just after and before sunrise 🌅 known as Dawn and Dusk where the angle and strength of sunlight is MUCH less than when the sun is overhead or at 45°.
This is why outdoor plants flower before 12hrs of Daylight. You should be checking for pistils at about 13.5hrs to be sure.
