Apparently, Batou is part of a removed questline. But I think if you do kill a special person, it's still possible to beat the game, it just becomes harder depending on who it is. I'll have to try.

Don't forget to calm humanoid on most enemies if you don't look them up because some of them are Master Trainers. I think there's only one of each.
