This is one of the elevators in the Financial District Garage in the eponymous district of downtown Detroit. This neat older 400A has most of its chimes disabled, but it's still in fairly nice condition, with a basic transit-style cab and multi-colored brailles. It's one of just a handful of 400As in the Detroit metro area.
