Reuters News Text (Excerpt):
"Membership of the re-constituted council has now been enlarged with the co-option of 12 civilian members -- a move which General Gowon said he would like to have made earlier, but for the concession he had to make to the break-away Military Governor, Lieutenant-Colonel Ojukwu. But, he said, the appointment of the 12 civilian members showed the country was on the way back to full civilian rule.
Among the civilians co-opted to the council are Chief Obafemi Awolowo, and Chief Anthony Enahoro. Others include Mr. J. S. Tarka and Alhaji Amino (sic - Aminu) Kano.
Strong security precautions were in effect during the meeting; road blocks were set up, and vehicles searched by troops."
