(15 Sep 2021) The Cuban government moved closer to legalising homosexual marriage and gay couples' right to adopt on Wednesday by publishing the latest draft of the Cuban Family Code.
The preliminary draft of the Code also recognizes the rights of grandparents as well as giving children greater participation in decisions that concern them.
In 2019 a change in the Constitution imposed the updating of the Code and it was announced in turn that it would be submitted to a popular referendum.
Evangelical groups refused to accept same-sex marriages and members of the LGBT community rejected the idea that their rights should be put to a vote.
"It is a code that will include and protect everyone. It will have judicial variables for all the variations that exist in the family and social order today in Cuban society," said Cuban Justice Minister Oscar Silveira Martínez during a press conference in Havana.
The Code consists of more than 480 articles, that attempt to reflect the diversity of families on the island today.
Among the various articles are stipulations as to family responsibilities, values such as love, and solidarity between people.
This draft was written by a team of 30 experts and will be posted on the ministry's website where Cubans may post their opinions.
In December the entire document will then go to the Cuban National Assembly for approval and to set a date for a plebiscite in 2022.
