There are now one hundred and eleven districts, at least on paper and Uganda is still counting since there are more applications at the ministry of local government. The recent creation of new districts has been a source of celebration to some people, but for others, they have elicited nothing but resentment. But how viable are these districts and can a small economy like Uganda manage such expenses?
