Learn how to create a long exposure effect on a waterfall in Photoshop. This photo effect is done using the Path Blur. This will make the waterfall look like it was shot with a slow shutter speed because of the motion blur effect. This setting is found in the Blur Gallery. After setting the blur strength, add a mask layer, and erase the parts around to give it a realistic look. You can then add brightness and contrast to the waterfall parts only by clicking the "clip to layer" icon.
