Proceedings of the First Sitting of the First Session of the Fourth Parliament of Youth Impact Parliament (YIP) Ghana of YIM dubbed the "FIRST PARLIAMENTARY SITTING" held on Saturday 10th August, 2024 at HTU SRC JCR, Ho. This sitting is the Inaugural Sitting of the Fourth Parliament. The sitting is presided over by 'Rt. Hon.' Adam Usman (Speaker of Parliament) and the leaders are 'Hon.' Hubert Agbaxode (Majority Leader) and 'Hon.' Wonder Nicodemus Dzameshie (Minority Leader)#parliament. Also present was Hon. Etornam James Flolu (DCE for Afadzato South) and Rev. Dr. Frank Agbo (President, Kharistar Intemational Acasdemy)

YOUTH IMPACT PARLIAMENT OF YIM INAUGURATES ITS FOURTH PARLIAMENT
On Saturday, August 10, 2024, at HTU SRC JCR in Ho, the Fourth Parliament of the Youth Impact Parliament reconvened to elect a Speaker of Parliament and two Deputy Speakers, administer the oath to the Speaker and Members of Parliament, and commemorate the occasion with Inaugural Remarks and Addresses from the Guests of Honour.
Miss Mary Tettegah, the Clerk to the Fourth Parliament, chaired the election process, where 'Hon.' Adam Usman, former Youth MP for Ashaiman, was elected as Speaker of the Fourth Parliament of the Youth Impact Parliament (YIP) Ghana. After being sworn in by Rev. Dr. Frank Agbo, Speaker Usman administered the oath of office to all Youth Members of Parliament. Nominations for the Deputy Speaker positions followed, with 'Hon.' Enock Kwame Sododzi elected as First Deputy Speaker and 'Hon.' Magdalene Aduako as Second Deputy Speaker. Both were formally robbed after their election.
At the commencement of Inaugural messages, The Speaker invited Hon. Jones Amegashie-Viglo, Executive Director of the Youth Impact Movement (YIM), to deliver a Progress Report. Amegashie-Viglo highlighted YIM's achievements since August 12th, 2023, including a visit to the Ghanaian Republican Parliament, where youth parliamentarians observed budget proceedings and engaged with MPs. He also mentioned victories in a national debate competition and the "Youth Association of the Year" award. YIP Ghana has established a bicameral legislature with a new Senate and expanded internationally to Uganda, India, and Namibia. The report also covered the Youth Impact Foundation's humanitarian activities, the launch of the YIP Campus Club initiative in schools, and the creation of the Conference of YIP Speakers and Presiding Officers (CYSPO) for leadership training. Despite financial support from patrons, Amegashie-Viglo noted the need for additional funds for ongoing projects and reaffirmed YIP's commitment to youth development.
Mr. Speaker then called on Mr. Amanor D. Narh, the Deputy Executive Director of YIM in charge of Parliamentary Affairs, to moderate the 3rd Parliamentarians Speakers Honorary Award. Rev. Dr. Frank Agbo presented awards to deserving former youth parliamentarians.
Following this, Mr. Speaker invited Rev. Dr. Frank Agbo, President of Kharistar International Academy, to deliver his inaugural address. After his profile was read by the Deputy Clerk - Publicity, Rev. Agbo spoke on the theme of leveraging youth engagement to consolidate parliamentary democracy. He discussed the benefits of a bicameral legislature, emphasizing the refinement of laws and the reduced workload on a single chamber if a second chamber exists. He concluded by commending the initiative
Mr Speaker proceeded to declare the Fourth Parliament of Youth Impact Parliament (YIP) Ghana of YIM dully INAUGURATED. Mr. Speaker invited the Executive Director to acknowledge the sponsors for the inauguration. The first deputy speaker took the chair as Mr Speaker escorted the Guest of Honor out of the chamber.
The First Deputy Speaker then presided over the self-introduction of Youth MPs, during which members corrected facts presented on the floor. Mr. Speaker resumed the chair to oversee the formation of the Committee on Selection, with the motion moved, seconded, and passed by the house.
Prior to the end of business, Hon. Etornam James Flolu arrived and was introduced by the Executive Director. Flolu delivered his inaugural address, commending the initiative and advocating for greater youth engagement. He also spoke about the effects of short-term governments on development and urged the youth to make informed choices in the upcoming December 7th polls. He made a generous donation, after which the Executive Director presented him with a copy of the brochure and standing orders of parliament and honored him with a citation for his support to the movement and the parliament.
The house then adjourned the Second Parliamentary Sitting, with the motion moved, seconded, and passed. Mr. Speaker ruled the house adjourned.
