No arms control agreement has directly controlled nuclear warheads, including non-strategic (or "tactical") nuclear warheads. However, the Biden administration has made including such warheads a priority of US-Russian negotiations over a potential follow-on accord after the new START agreement expires in 2026. An expert team has been delving into the political, policy, legal and technical issues that need to be tackled, The team is led by Miles Pomper and Rose Gottemoeller, CNS Distinguished Visiting Scholar, and a former NATO Deputy Secretary General and New START lead negotiator. William Moon, a Russian nuclear weapons expert formerly with the Defense Threat Reduction Agency, is leading the technical team, which has developed a novel approach to track US and Russia warheads.
