As per WHO even if the dog nibbles and if there is even slight scratches and even the blood is not coming out the person should be vaccinated and then the dog should be observed for the next ten days to see if the dog is rabid and if so then the person should be treated till he is safe. So vaccination becomes important if the person s bitten by a rabid dog.
