In this session the participants will be introduced to how stakeholders in
South Africa are interpreting and working with the Just Energy Transition

awareness of the debates and pose the ‘so what’ question:
• Is this a useful framework for thinking through the future of
local electricity utilities and their Municipalities in South
Africa and
• how they might need to adapt and change to a shifting
environment including transformations in the energy and
digital technology space; the uncoordinated/ unintended
reforms in the distribution industry; a changing consumer
profile; the international climate predicament we a part of
and the unprecedented power crisis we in;
• while addressing the current challenges of energy security,
affordability of energy services, utility sustainability,
vandalism and theft and maintenance of the network, and
the potential future impacts of climate change that they
might face.
• Is there a business case for local distribution utilities to
undertake the JET?
The discussions will also reflect on the principles for a just transition:
• Distributive justice
• Restorative justice
• Procedural justice
