The blackened pavement at Pratt and Market Streets tells the tale of the city's high powered problem.
This weekend, street racers stopped traffic as they spun out of control in the heart of the city.
"It's ridiculous, if they don't have anything better to do than that then we have to find them something to do," said one longtime resident.
Monday night, Baltimore City Council members passed a bill which calls for a fine of $1,000 and up to a year in jail for those convicted of street racing.
Councilman Isaac Yitzy Schleifer says the bill was critical in order to shore up loopholes in the current law which, he says, made officers reluctant to enforce.
"I spoke to law enforcement asking why it's not being enforced and there was a lot of ambiguity about what the actual law is and what the consequences were," said Schleifer.
However, former police commissioner Ed Norris isn't convinced.
"If police aren't going to enforce it now why will they enforce this when it's another law with a $1,000 fine."
