This is a recording from the Independent Health and Aged Care Pricing Authority's (IHACPA) Activity Based Funding Conference 2022, which was held virtually from 5 to 6 May 2022.
About this plenary session
It has been 10 years since the introduction of the National Health Reform Agreement and the establishment of the IHPA. This presentation will reflect on IHPA’s achievements in its first ten years, examine the most significant issues facing IHPA at the moment, and provide a future view to the next ten years at IHPA.
David Tune AO PSM will discuss the impact of changes to hospital services, activity and costs due to COVID-19, and assess the longer term impacts on the national hospital pricing model. Mr Tune will highlight the work towards pricing mental health care using the Australian Mental Health Care Classification, and the redevelopment of IHPA’s National Benchmarking Portal to support broader access to hospital activity and cost data. Finally, he will foreshadow IHPA’s ambition to consider alternative funding models – in addition to activity based funding – to provide better incentives for certain types of care.

• Mr David Tune AO PSM, Chair, Independent Health and Aged Care Pricing Authority
Mr David Tune AO PSM was appointed to Chair of the Pricing Authority with effect from 1 February 2022.
Formerly, he held the position of Chair of the Aged Care Sector Committee, which provided advice to the Commonwealth Government on aged care.
Mr Tune has undertaken many reviews for the Commonwealth and state governments, including the Legislative Review of Aged Care in 2016, Co-Chairing of the independent review of Parliamentary Entitlements for the Commonwealth Government, and the independent review of the National Disability Insurance Scheme.
Mr Tune was Secretary of the Commonwealth Department of Finance from 2009 until 2014, where he was responsible for advising governments on all budget issues. Prior to that, he worked in a range of government agencies, including the Treasury and the Department of the Prime Minister and Cabinet.

Note: On Friday 12 August 2022, the Independent Hospital Pricing Authority (IHPA) commenced a formal transition as its functions were expanded to include the provision of costing and pricing advice on aged care services and the agency renamed to the Independent Health and Aged Care Pricing Authority (IHACPA).
