As an innovator, you might have heard the term PIA used before. So, what is a PIA and how can it help you? A PIA or Partnership Intermediary Agreement has been around since the passage of the Stevenson-Wydler Act in 1980. PIAs promote technology transfers between government and private industry. However, it’s been in the last decade that they have been embraced, especially by the US Air Force.
A partnership intermediary is an agreement between the government and an intermediary organization such as state and local governmental agencies and nonprofit entities operated by or on behalf of a state or local government to perform partnership intermediary services. These services increase the likelihood of success in the conduct of cooperative or joint activities with small business firms and educational institutions that need technology-related assistance from a federal laboratory.
As an objective third-party broker, a PIA’s mission is to engage academia and industry on behalf of the government, to accelerate tech transfer and licensing.

PIAs are your front door to the USAF laboratories and centers. They offer the expertise in transferring and exchanging knowledge and technologies with the labs, licensing USAF intellectual property, and fueling information on collaborative research or accessing Air Force owned equipment and facilities.
