A rough guide on the division and bulking up of Hostas in July or August. This gives them enough time to root through and develop a root system before the winter, thus allowing for decent plants next year. A further method called "topping" can be employed then.....this is roughly similar to how some people cut a cross in the bottom of a Brussels Sprout, only in this case its incised into the young shoot of a hosta, effectively semi-quatering it. This encourages the formation of extra shoots. If you grow on decent sized plants and don't over use them it should not be necessary, except in newer or rarer varieties.
