My GCD timer is 2.50s, which can be achieved with 0 skill speed, and MIGHT be the ideal speed for Pictomancer when savage drops. For the purposes of demonstration I just took off any gear that gives skill speed.

Pictomancer's rotation is very free flowing as long as you fit those specific 9 spells in your opener and burst. And even then, you can execute those spells in any order you want. Outside of your burst, you just need to not overcap your charges, and use your instant casts when necessary. A very fun job, but takes a while to learn!
