What are "Privacy Enhancing Technologies?" Who uses this term, and what do they think counts as a PET? This is the first half of a keynote I prepared for EURO USEC. I critically examine who is talking about PETs and who is using them. I remind everyone of the fundamental privacy techniques still needed to avoid privacy incidents.
