High Street in Portsmouth is set to get a major makeover, thanks to millions of dollars in federal grant money. City leaders joined Senator Tim Kaine and Congressman Bobby Scott to announce close to $20 million to expand access on the main road. Car lanes will be turned into a space where more people can walk, bike, or take public transportation.
