Marie Nougier, Head of Research and Communications at the International Drug Policy Consortium (IDPC) delivered this statement before the Plenary of the the 64th Session of the UN Commission on Narcotic Drugs (CND), on 13 April 2021.
The statement references 'Taking stock of half a decade of drug policy - An evaluation of UNGASS implementation', a report recently launched by IDPC to assess the state of the implementation of the UNGASS Outcome Document of 2016. The report found that, despite some progress, in most parts of the world, governments remain wedded to draconian policies that continue to have catastrophic impact on communities and have resoundingly failed in their stated purpose of eradicating illicit drug markets.
Considering the sixtieth anniversary of the 1961 Single Convention on Narcotic Drugs, the statement also called upon the CND and the international community not to wait for another 60 years to ensure that drug policies are in compliance with human rights, and advance health and development.
