Update 8/2/2020: I just made a brand new video on how to install CIAs! This one doesn't use FBI and will allow you to install CIA files directly to your SD card from your computer! Works on all firmwares! Using this is recommended and it is the best way to install CIA files on your 3DS: [ Ссылка ]

For this video, I'll be showing you how to install legit CIA files on a firmware above 9.2. This includes 9.9, 10.3, or any other firmware above 9.2. A legit file is signed by a game company. This EXCLUDES ROM hacks, translations, and 3DS to CIA converted files. Google "{game name} legit cia file {region}" and you'll likely find a few. Watch the video or read the written tutorial below. This is a very glitchy process at the time of making this video, but it will likely get better as time goes on.

---TUTORIAL---
1. Download FBI using the link below.
2. Unzip FBI and copy it to the '3ds' folder on the root of your SD Card.
3. Download a legit CIA, or make one yourself.
4. Copy the CIA to your SD Card.
5. Eject your SD Card and put it into your 3DS.
6. Boot up your preferred method of using The Homebrew Launcher
7. Open up FBI. If it freezes before saying "Done!", restart your 3DS.
8. Once it successfully loads, press 'A'.
9. Use the D-pad to select your CIA and press 'A' to install it.
10. Press 'A' to confirm installation.
11. Wait for it to finish installing.
12. Press 'Start' to finish.
13. Your CIA is now installed! Exit FBI and it should be installed on your home menu!
