The Karana community of Indo-Pakistani descent has lived in Madagascar for more than a century. However, they are not viewed as citizens of Madagascar and many remain stateless. Sougrabay Ibrahim, who is 84 years old and still stateless has never attended school. For her, to be stateless is the worst thing that can happen to a person.

Millions of people around the world are without nationality. Many of them belong to an ethnic, religious or linguistic minority in the country where they have often lived for generations.
More than 75% of the world’s known stateless populations belong to minority groups. Discrimination, exclusion and persecution most commonly describe their existence.
This report explains the circumstances that have led to them not being recognized as citizens, drawing on discussions with four stateless or formerly stateless minority groups. The findings in this report underscore the critical need for minorities to enjoy the right to nationality.
