PARIS QUI DORT (translation: "Paris Who Sleeps") is a French science fiction comedy silent feature film. It has been released under the titles "At 3:25" and "The Crazy Ray." It was released in United Kingdom in January 1925 and in the United States on June 29, 1926.
The film is about a mad doctor who uses a magic ray on citizens which causes them to freeze in position. But there's a group of people who are unaffected by the ray and have their run on Paris.
This seems like it could be an episode of The Twilight Zone.
