The trial of 16 Basque nationalists in Burgos on charges of murder and terrorism, and the kidnapping of the West German envoy in San Sebastian by the militant ETA Basque freedom movement, has focussed public attention on one of the world's oldest separatist issues. A Basque independence movement has existed for centuries, and a Basque Republic was actually set up during the Spanish Civil War. It was crushed by General Franco, and since then all manifestations of Basque independence have been severely treated by Madrid. In recent years, acts of violence have increased and the ETA (Basque Homeland and Freedom Movement) is committed to liberate the Basque region by force. This Report examines the background to the Basque issue, speaks to an ETA leader and one of the Burgos defence lawyers, and shows the clandestine escape route across the Pyrenees used by Basques fleeing from the Spanish police
