Requirements:
Neil needs to have at least 25,000 FP (halfway between blue and green heart). You have to see both his black and purple heart events.

You need to give him a total of 100 gifts (any gift counts, even ones he hates).

Buy a ring from Hana's store. She will sell the ring once you get a bachelor to blue heart (or bachelorette if you're playing as a male MC).

Keep the ring in your bag.

Walk into Neil's house on a sunny, non-festival Saturday or Sunday to trigger the event. You can trigger it at any point during the day.

Note that if you saw a black or purple heart event on that same day, you will not be able to trigger a confession, even if it was an event for a different bachelor(ette), I believe.
