2. SOUNDBITE (English) Mark Sherman, AP Supreme Court Reporter:
"Today we saw the clearest demonstration yet of the effect of the Justice Antonin Scalia's death on the Supreme Court. The court handed a major victory to labor unions that represent government workers in a case the unions seemed at one point all but certain to lose. The court tied four to four in a case that challenged whether unions could collect fees from government workers who don't want to belong to the union, but benefit from things like contract negotiations. And it was a case that had Justice Scalia still been on the court, it appeared from when the case was argued in January, that the unions would have lost and that Justice Scalia would have joined his four conservative colleagues in ruling against the unions."

4. SOUNDBITE (English) Mark Sherman, AP Supreme Court Reporter:
"So the 4-4 tie basically leaves in effect the ruling that had been issued by the lower court, which in this case, ruled in favor of the unions."

"So, this case is now over. The issue is not necessarily over nationwide, and by that mean the decision today does not set a nationwide precedent, so that in theory, another group of teachers somewhere else could bring a case."

8. SOUNDBITE (English) Mark Sherman, AP Supreme Court Reporter:
"It may provide some ammunition to both sides in the fight over choosing a successor to Justice Scalia. Groups on both sides of this issue - that is people who want decision to await the next president and those who are urging the Senate to act now and confirm President Obama's nominee, Judge Merrick Garland – both have said that today's outcome shows why there's a need from their point of view."

STORYLINE:
In the clearest sign yet of the impact of Justice Antonin Scalia's death, U.S. labor unions scored a major victory Tuesday with a tie vote in a high-profile Supreme Court case they had once seemed all but certain to lose.
The 4-4 split, in a case that sharply divided the court's liberal union supporters and their conservative opponents, demonstrated how much is riding on President Barack Obama's effort to replace Scalia with a judge who could tilt the balance on the high court for years to come. Senate Republicans say they won't consider any nomination until a new president takes office.
The split vote left in place an appeals court ruling that upheld the collection of "fair share" fees from nonmembers.
The tie vote came amid a political standoff over Obama's nomination of appeals court judge Merrick Garland to fill Scalia's vacant seat. Garland was meeting Tuesday with Republican Illinois Sen. Mark Kirk, his first meeting with a GOP senator.
