Rerolling is a feature in League that requires three skin shards, turning them into a single permanent unowned skin of any rarity.
When you get a new skin shard, you can either upgrade it, disenchant it, or use it as one of three skins to reroll into a permanent skin.
Legendary (5% drop rate, 30% chance for double drop). Epic (20% drop rate).
Can You Trade Skin Shards In Lol? It is not possible to give out gift shards. Riot's guide on gifts “You can send your friends: champions, skins, wards, quests, summoner icons, rune pages, hextech keys, and gifting-specific emotes.”.

When you reroll skins, you spend three skin shards and receive a random skin you don't own in return. If you own all but the most exclusive ones, the skin reroll will have no choice but to give you those ultra-rare cosmetics that you don't already have.
Riot Squad Singed is not listed in-store, only the players who attended the Gamescom 2010 were lucky to obtain this skin. It was possible to find the skin's code for some time after the Gamescom, but as years passed and because the codes were limited the skin is now very rare.
