"The world finds itself at a critical moment, this is a conflict that can widen or an opportunity we can seize. And so I have decided to send Secretary of State Powell to the region next week to seek broad international support for the vision I have outlayed today. As a step in this process he will work to implement United Nations 1402, an immediate and meaningful ceasefire, an end to terror and violence and incitement, withdrawal of Israeli troops from Palestinian cities including Ramallah, implementation of already agreed upon Tenet and Mitchell plans which will lead to a political settlement."

Given his failure, the Israeli government feels it must strike at terrorist networks that are killing its citizens. STORYLINE:
In a new push for peace, United States President George Bush urged Israel on Thursday to end its military offensive against Palestinians and called on Arab nations to do more to crack down on terrorists.
He ordered Secretary of State Colin Powell to the region to carry the new message.
Bush told reporters that the storms of violence could not go on and that enough was enough.
The US president has faced mounting criticism with each new suicide bombing against Israelis and military response from Israel.
He has been accused of doing too much and, by other critics, not enough.
Thursday's speech was designed to prod both Israel and Palestinians to take tough steps toward peace.
To Israel, Bush called for a halt to incursions into Palestinian-controlled areas.
Senior advisors, speaking on condition of anonymity, said Bush believed the assaults could eventually undermine Israel's security by inciting more violence and even spread the conflict beyond the Israel-Palestinian borders.
He said he was speaking as a committed friend of Israel, out of concern for its long-term security.
