Can I file my N-400 form application while my I-751 is still pending? Of course, if the I-751 is pending and as an applicant, you meet the requirements for naturalization, then you can simply file your N-400 form application while the I-751 petition is still pending.In this way, instead of receiving your 10-year permanent resident card also known as green card, you will receive your naturalization certificate as a US Citizen, which is the last step for your immgration journey as an immigrant.
A conditional resident spouse who remains married to the American spouse for 3 year will have an easier path to become a U.S. citizen after receiving the conditional permanent residency. Most conditional resident applicants with a pending I-751 can file Form N-400 to naturalize as an American citizen because the USCIS will process both application forms at the same time. In this way, an applicant can receive a combo interview or combined interview with an immigration officer at the same time.
Despite the fact that your I-751 is still pending and you have not obtained your 10-year green card yet, you could be eligible to naturalize as an American citizen. However, the USCIS needs to approve the Form I-751 application first before approving your Form N-400 application. Assuming that you meet the eligibility requirements for naturalization, you can file Form N-400 while the I-751 is pending because the USCIS will simultaneously process the two application cases. During your interview, the USCIS officer will first decide on the petition to remove conditions from your Form I-751 application then afterwards, that is the time for the naturalization interview and tests will start.

Tips:
Ask for the USCIS officer’s name and badge number whom will interview you. Write down the name so that it is easy for you to follow up in case you have any complaints or disagreement after the interview.
Speak clearly during your interview (not too fast). The USCIS officer needs to hear and understand you. Simply speak confidently at a normal rate and tone.
Always try to make an eye contact since this will show to the officer conducting your interview that you are confident and truthful.
Answer each question in a direct, short and truthful manner. Remember to answer only the questions being asked and never interrupt the officer. Allow him or her to finish every question. If ever you need more time to think, simply inform the officer.
The officer that will be assigned to your naturalization interview must be courteous and professional. He or she must repeat or rephrase the questions if you request him or her to do so until such time that you will understand the question. If ever the USCIS officer is not very accommodating and nice, don’t be discouraged, you can still pass your U.S. citizenship and naturalization interview as long as you are well prepared for it.
