When it comes to cats, I feel its even more important to make sure they have enough mental stimulation to prevent boredom. Just like with dogs, a lot of behavioral issues (like inappropriate urination not due to an underlying health condition) will stem from boredom in cats as well.
As with dogs, increasing your cat's mental stimulation can be extremely easy. Playing with cats can be a difficult thing. Sometimes cats will only have an interest in a single toy for a minute or two, and then they lose interest or want to play with something else. This can make it difficult to determine what your cat wants to play with, but with a little determination you can figure it out!
If you are playing with your cat, I also strongly recommend you use physical toys. I personally think using things like a laser pointer is a bit cruel for the cats. While it is something they seem to like to chase, there is no physical reward for them. They put their paw on it, and then it's just gone. There is no feeling of winning, no reward for them.
With the cat TV, as an ER vet I don't like unsupervised outside time for cats. However, cat TV can literally be as simple as opening a window for them to look out of. And giving them a taste of the outside is a great way to help prevent boredom.
