Notice of Special City Council Meeting

The City Council welcomes comments from Citizens early in the agenda of special meetings. Those wishing to speak are encouraged to sign in before the meeting begins. Speakers may be provided with an opportunity to speak during this time period on any agenda item or any other matter concerning city business, and they must observe the three-minute time limit.
III. Consider and Possible Action
1. [3:45] [Postponed 1/17/2023] Authorize and execution of a Purchase Order to Pounds Group, LLC DBA SULLIVAN CONTRACTING SERVICE, Round Rock, Texas, in an amount not to exceed $378,730.00 for the design, construction, materials, and equipment for various capital improvements at the James Adkins Swimming Pool located in the City's Gregg-Clarke Park. ~ Mariana Espinoza, Director of Parks & Recreation
2. [Postponed 1/17/2023] Discussion and possible action of making the City of Kyle Pool entry free of charge and directing staff to engage in communication with the local High school’s swim teams, to discuss partnership program providing lifeguards jobs during the Summer to the swim team students. ~ Daniela Parsley and Bear Heiser, Council Members
3. [37:03] [Postponed 1/17/2023] Discussion and possible action for reducing sewer blockages and clogged drains from disposing of food containing fats, oil, and grease (FOG). City could provide one fat trapper and scraper per household during holiday season. ~ Miguel A. Zuniga PhD, Council Member

[1:06] Consider approval of a Resolution of the City of Kyle, Texas, Authorizing the Mayor or City Manager to Execute an Agreement with the Kyle/Buda Post 12058 of the Veterans of Foreign Wars of the United States of America Inc. for the lease and occupancy of city property at 107 Veterans; Making Findings of Fact; and Providing for Related Matters. ~ Jerry Hendrix, Interim City Manager
IV. Executive Session
7. [1:35:41] Pursuant to Chapter 551, Texas Government Code, the City Council reserves the right to convene into Executive Session(s) from time to time as deemed necessary during this meeting. The City Council may convene into Executive Session pursuant to any lawful exception contained in Chapter 551 of the Texas Government Code including any or all of the following topics.
Pending or contemplated litigation or to seek the advice of the City Attorney pursuant to Section 551.071.
Possible purchase, exchange, lease, or value of real estate pursuant to Section 551.072 to deliberate the purchase of real property for public purpose.
Downtown Property Acquisition
Personnel matters pursuant to Section 551.074.
Convene into executive session pursuant to Section 551.087, Texas Government Code, to deliberate regarding the offer of economic incentives to one or more business prospects that the City seeks to have locate, stay, or expand in or near the City.
8. [1:36:14] Take action on items discussed in Executive Session, including approval of an agreement to purchase real property upon the terms set forth in the Commercial Contract – Improved Property.
V. [1:38:14] Adjourn
At any time during the City Council Meeting, the City Council may adjourn into an Executive Session, as needed, on any item listed on the agenda for which state law authorizes Executive Session to be held.
