When you want to root a boss, it's best to start out with Shadow Shackle 1 and 2 to cause Knockdown status.
Afterwards, you use Court of Judgement to lower the move speed while a Winter's Chill pet attacks, lowering it even more. The Winter's Chill pet is key as you can't root a boss without the additional 30% Movement speed reduction.
After you used those skills, you want to use Sanctioned Annihilation to start the stacks and Zephyr's Tooth Stage 1. Then repeat from the beginning but, without Stage 2 Shadow Shackle.
