Palestinian leader Yasser Arafat and his prime minister say they have neared agreement on the formation of a new Cabinet, which has been in limbo for weeks amid a power struggle between the two men.
The appointment of a new government would clear the way for a renewal of high-level talks with Israel and could create some momentum in the stalled "road map" peace plan.
Meanwhile on Saturday, Israel troops killed two Palestinians in clashes in the West Bank and two other Palestinians in Gaza.
