CASE BACKGROUND: Richard Allen, 50, was arrested on October 28th, 2022 and charged with the murders of Abby Williams and Libby German in the Delphi case. Abby Williams and Libby German were last seen on February 13th, 2017 on the Monon High Bridge. Their bodies were discovered the following day on Ron Logan's private property.
