I've always really liked Mortal Kombat 4. I think I'd probably call it my favorite of the 90s Mortal Kombats. Don't get me wrong, I like all of them (some more than others), but this one felt like a return to the series' roots. All the goofy stuff from 2 and 3 was stripped out, and it was generally a lot bloodier. For me, the biggest improvement this one brought to the series was the combo system. I really was not a fan at all of the dial-a-combo system used in MK3. This once requires split second timing too, but the timing seems to make more sense - you key in the moves as they happen, rather than just tapping in a series and then watching the animation play out. It's also a whole lot more fluid than the first two, which I would guess come from the benefits of smoothly animated 3D characters.
The game is hella ugly - the arcade version was to begin with, and the console ports aren't any better - but the graphics do their job well. It's super smooth and fast (I believe it runs at a steady 60fps), and the ugly style is probably the compromise made to achieve that. It's a good trade-off though - the controls are super smooth because of it.
Finally, this is an awesome port for the N64. I think it's probably my favorite port of the game (well, not including MK Gold) - it looks and runs a whole lot better than the PlayStation version, as its generally closer to the arcade version, especially with its retention of the original arcade endings (fully voiced!). No FMV clips here. The sound is of surprisingly high quality as well - it's nowhere near as tinny and compressed sounding as N64 stuff usually ended up being. Now, if only it weren't for how utterly useless the N64 pad is for fighting games... :(
